Ze'ev Elkin was born in 1971 in Kharkov (today, Ukraine), in the Former Soviet Union.

He attended the University of Kharkov where he studied mathematics and founded the Union of Teachers of Hebrew and Judaism. As a youth, Elkin had been active in the Bnei Akiva movement, and in 1990, he became the executive director of Bnei Akiva of the Soviet Union. That same year he immigrated to Israel, where he attended the Yeshiva in Allon Shvut and worked in Gesher- Aliyah Divison..

Elkin attended the Hebrew University of Jerusalem, earning a BA in history and mathematics in 1994 and an MA in history in the same year. Later he pursued doctoral studies, and in particular, studied the works of Saadia Gaon. He was involved in Jewish education in the countries of former Soviet Union.

Elkin was elected to the 17th Knesset in 2006 as a member of Kadima, and was an opponent of the disengagement plan. He later became very active on behalf of the evacuees of Gush Katif and Northern Samaria, promoting legislation that would ease their plight. He chairs the subcommittee on the absorption of immigrant children and youth. He has served on the Committee on Drug Abuse andCommittee on the Rights of the Child and on Knesset lobby groups promoting inter-ethnic cooperation and understanding, such as the Lobby for Jewish-Arab Coexistence and the Lobby for the Druze and Circassian Communities.

He also chairs the Armenia-Israel inter-parliament group.

In November 2008 Ze'ev Elkin decided to leave Kadima , declaring that it had moved too far to the political left, and he joined the Likud.

Elkin has two children and lives in Pisgat Ze'ev.
